THE CIVIL WAR IN CHINA
A new ministry has been formed

Beijing, November 1st. The resignation of the Yen cabinet has been accepted and a new ministry is formed under the presidency of General Huang Fou who, in the resigning cabinet, was Minister of Education, of which he retains the portfolio.
Mr. M. C. T. Wang takes over foreign affairs; General Li Shu Tseng, war, and Admiral Tu Shih Kuci, the navy.

Mr. C. T. Wang is the most prominent personality in the cabinet which is a cabinet of concentration. But the two principal posts, the presidency of the Council and Foreign Affairs, are occupied by partisans of Feng Yu Siang who is in open relations with American and English circles in Beijing. The former pro-Japanese Anfou club is not represented there. This cabinet is, in short, carrying out the intentions expressed by Feng Yu Siang upon his entry into Beijing.

The spoils of Tchang Tso Lin
London, November 1st. - A message from Tientsin announces that, in the official communiqué he issued to announce the capture of Shanghai Kouan and Tsing-Wang-Tao, Tchang So Lin declares that his troops have captured 50,000 men and more than a hundred cannons from the army of Ou-Pei-Fou.
Ou Pei Fou would have capitulated
London, November 1. - According to information from Shanghai, the army placed under the command of Ou-Pei-Fou would have capitulated and the end of hostilities would be imminent.
