Police, issue tickets

MM. the police give tickets!

A small bill, very small (it even contains only one article), has just been deposited on the desk of the Chamber (established formula). It doesn't seem like anything, this little project developed by Mr. Le Trocquer, Minister of Public Works, and yet it is full of consequences...
Without making you wait any longer, read it:
Single item. -The gratuity established by article 28 of the law of May 30, 1851 for the benefit of enforcement officers qualified to claim it, and set by the finance laws of December 26, 1890 and April 28, 1893, at 1 fr. 25 by conviction fully recovered, is granted, under the same conditions, for all infractions of the decrees and regulations on the traffic police, whether or not the provisions violated relate to one of the matters provided for by the law of 1851.
Doesn't that seem very harmless? And yet this targets all motorists... motorists forced to work at their mercy, inexhaustible breasts for the taxman!
Let me explain: the law of May 30, 1851 did not deal with automobile traffic, and for good reason. Also, for a fine issued for horsepower, the gendarmes received nothing.
We must stimulate their zeal for modern locomotion. Mr. Le Trocquer thought about it. In all the gendarmes of France we will rejoice and we will bless his name.
As a result, if the law passes, we will be subject to a well-organized hunt. Onward to the minutes! The more there are, the better it will be to make life a little tougher for our brave marshal...
Seriously, this law would be an encouragement to all the annoyances, to all the possible rigors of the police officers and the gendarmes.
We also hope that, as with taxes, we will witness a great outcry.
