Moscow, February 2. In September 1923, an American warship entered the port of Kamchatka without authorization. On January 15, an American torpedo boat, also without authorization, entered Batoum. On this subject, Litvinoff addresses to Mr. Hughes a note of protest against the violation of international naval regulations and expresses the hope that the American government, which advocates strict observation of international law, will do what is necessary to avoid the repetition of similar incidents.
