DICTATOR GENERAL PRIMO DE RIVERA FAILED IN SPAIN

There was surprise that General Primo de Rivera had succeeded in directing the affairs of Spain without causing any apparent discontent. No one stood in his way. They went so far as to consider him, first of all, as the savior. The king himself, who, in fact, lost part of his authority, accepted the intervention of the military leaders.
However, General Primo de Rivera did not have, beyond the Pyrenees, the same firmness of character as Mr. Mussolini in Italy. If Andalusia, for example, was satisfied at the beginning with the almost daily laws and decrees, Catalonia was much less so. This last province, which is particularly active and rich, does not welcome the government of the military. It particularly hinders the prosperity of an entire region. The laws favor the importation of many items found in the country.
The desire of the Catalans to govern themselves, with their wealth, is also not unrelated to the upcoming retirement of Primo de Rivera. The one who had dreamed of becoming a second Mussolini decided that Catalan would no longer be spoken throughout Catalonia. Priests were invited to no longer preach in this language. The church became angry and sought the intermediary of the pope. The Catalans value their language very much, it distinguishes them from romantic Spain. It should be noted that the Catalans never rose up against the government. They preferred to redouble their action, increase their production and thus put the general's decisions in the minority, in which they completely succeeded.
The failure of Primo de Rivera is due in part to the fact that the Spanish dictator wanted to lead the people as one would lead an army. He was neither a politician nor a diplomat.
