The Minister of Public Education and Fine Arts,

Having regard to the reports of the chief architects of the estates of Versailles and Saint-Germain, dated 1 August and 15 September 1924,
Having regard to the decree of 29 July 1920 establishing a commission responsible for examining all requests for filming in the estates and monuments under the fine arts department;
Having regard to the opinion of Mr. Engineer Captain Buffet, head of the technical department of the fire brigade regiment;

On the proposal of the director of fine arts,

Orders:

Art. 1. Filming, of whatever nature, in palaces, estates, monuments, parks and gardens under the fine arts department are subject to the following regulations:

General requirements.

Art. 2. No photography may be carried out without special authorization from the Minister of Public Education and Fine Arts.

Art. 3. The applicant must, for this purpose, send the following documents to the Fine Arts Department (Office of Theaters, Conservation of Palaces and National Furniture):
1° A stamped application indicating the chosen location, the date and approximate time of the operations, the number of artists or extras, the necessary equipment and accessories;
2° The text of the scenario and, in particular, the detailed statement of the various views to be taken;
3° A slip containing the names and addresses of the directors, operators and artists;
4° The civil status or identity documents of the directors, operators and artists.

Art. 4. A deposit, variable and proportionate to the importance of each shot, may be required before any operation. This deposit will be paid into the Caisse des Dépôts et Consignations. Special taxes will also be collected by the agents concerned in accordance with the rates and regulations in force on the day of the shooting.

Art. 5.- All equipment that may be used for a shooting must be examined and approved in advance by the competent services (architecture and conservation services).

Special requirements for shooting inside palaces and monuments.

Art. 6. Only electric lighting will be used, the use of acetylene, gas, hydrocarbons and portable devices with open flames being strictly prohibited.

Art. 7.- Generators will always be placed outside buildings. They will be sufficiently far away to make it impossible for a fire to spread, even in the event of an explosion of the fuel tank. The chosen location must not require an exit or a clearance. Special precautions will be taken to place the generators out of reach of people who will not be called upon to use them.

Art. 8. The current used inside buildings must not have a potential and earth.

Art. 9.- The conductors penetrating the buildings will be at least of the type "600 megohms"; they will be covered with leather over their entire length and their attachments will be reinforced.

Art. 10. In all circuits, the diameter of the conductors must be in relation to the intensity of the current, so that it cannot occur, at any point, a heating dangerous for the insulation of the conductors or neighboring objects.
No more than two amperes maximum per square millimeter of section may pass through a cable; above six amperes, the cable must have a section of one square millimeter per ampere.

Art. 11. Unless otherwise authorized, conductors shall not cross floors, walls or partitions.

Art. 12. The main distribution boards shall be placed outside the buildings; each circuit shall be controlled by a multi-pole switch and fuse, also placed outside. There shall be a two-pole circuit breaker at each branch of five amperes maximum. A switch shall be placed near the generators, so as to be able to cut all circuits instantly.

Art. 13. The lamps used indoors shall consist of lanterns with metal walls; they shall be far from any combustible object and shall rest either on thick asbestos plates or, preferably, on metal trays filled with water, with a surface sufficient to stop sparks and collect projections of Incandescent Carbon.

Art. 14. Indoor filming equipment must be constructed in such a way that celluloid films are at all times enclosed in fireproof and watertight casings. Film handling (loading, unloading) must be done outside the buildings.

Art. 15. A surveillance service will operate throughout the duration of the filming; guards will be stationed in particular near the lighting equipment, having at their disposal either the establishment's fire hydrants or portable extinguishers.

Art. 16. When circumstances require it, larger water rescue resources must be prepared in advance and the assistance of the fire brigade may be considered.

Art. 17. The costs incurred by the fire protection service will be borne by the film house concerned and automatically deducted, if necessary, from the deposit paid.

Art. 18. The detailed regulations (in particular the location of generators, the routing of cables, the installation of lamps, the nature of portable fire extinguishers, etc., etc.) will be studied on site by the competent services within the limits of the general requirements of these regulations. Operators must strictly comply with the requirements that may be made to them by the services on this subject.

Art. 19. -In all cases where the number of extras, the multiplicity of scenes, the size of the premises requested or any other question such as the nationality of the applicants or the origin of the capital invested, make it necessary, the application for authorization may be submitted to a special commission under the conditions provided for by the decree of July 29, 1920.
This commission must seek the advice of other ministers likely to be interested in the question, in particular that of the Minister of Commerce.

Art. 20. A filming, even in progress, may always be prohibited if the operators refuse to comply with the general regulations above or with the specific requirements attached to each authorization,
